Consulting Services to Implement PeopleSoft Personnel Action Functionalities
Intent to Procure
The College’s RFP#01-20-21 for Consulting Services to Implement PeopleSoft Personnel Action Functionalities was issued on Thursday, August 6, 2020 at 2:00 pm by posting on the St. Petersburg College Purchasing website, the State of Florida OSD (Office of Supplier Diversity) website, and emailing directly to twenty two separate vendors.
There were two addendum issued on this project. Addendum 1 consisted of answers to questions submitted. The addendum was sent to the vendor contact list as well as posted on the College’s Purchasing website. The addendum was issued on August 14, 2020.
By Wednesday, August 26, 2020, at 12:00 noon, the RFP deadline, the College received twenty one proposals.
On August 26, 2020, at 12:15 pm, the bid responses were opened by Thomas Russell, Director of Purchasing and Karen Reynolds, Purchasing Manager. A representative from ABT Solutions attended the RFP opening. One proposal contained an electronic submission on a compact disc. The compact disc was received broken. SPC emailed the firm to request an email version. The firm did not respond to SPC’s request during the proposal evaluation period. After confirming that twenty bid responses met the proposal requirements, they were distributed electronically to the Selection Committee.
On September 9, 2020, Addendum 2 was issued containing the names of the shortlisted institutions. The shortlisted firms were Sierra Cedar, ERP Analysists, and Spear MC.
All shortlisted firms presented their proposals virtually on Microsoft Teams to the selection committee on Wednesday, September 16, 2020. After the completion of presentations, the selection committee voted unanimously to select SpearMC as the most qualified firm for this project.

NOTE: Failure to file a protest within the time prescribed in Section 120.57(3), Florida Statutes, shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
Saturdays, Sundays, and state holidays shall be excluded in the computation of the 72-hour time period.
