Willie B. Felton, Jr. is a native of St. Petersburg, and attended Jordan Elementary School, Sixteenth Street Junior High School, and Gibbs Senior High School.

Felton began his postsecondary education at St. Petersburg Junior College. After a year at City College of New York and a two-year stint in the United States Army, he returned to pursue his Bachelor of Arts in Finance and Master of Arts in Counseling Education at the University of South Florida and completed postgraduate course work in administration and supervision. In 1989, Felton began formal studies at The University of Texas At Austin in the Community College Leadership Program. He completed formal coursework in the fall of 1991.

Professionally, Felton entered the field of education in 1972, beginning work initially as an occupational specialist, business education teacher, and as a guidance counselor at Northeast High School and Tomlinson Vocational Center. In 1981, Felton began full-time employment at St. Petersburg Junior College, teaching Accounting, Business Mathematics, and Finance. He helped develop a model program for minority and disadvantaged student retention, Project Success, at the college and served as a campus instructor in charge from 1983 to 1986. In 1986, Felton was appointed as Program Director for the Business Technology Program at the Clearwater Campus of St. Petersburg Junior College. He initiated a formal teaching improvement program modeled on the Harvard Laboratory School videotaping concept, and developed a program integrating the use of computers into the traditional lecture discussion mode of instruction. After doctoral studies course work at The University of Texas At Austin, Felton returned to the college in 1991. He gained progressive experience in both educational and student services as an Assistant Vice President for Student services, Associate Vice President for Educational and Student Services, and as a Vice President. His responsibilities include formulation and management of the college-wide student activities budget; establishment and modification of college rules and procedures; coordination and dissemination of information related to Campus Right to Know Act; and articulation with public schools, community colleges, and four year colleges and universities. He also served as articulation officer for the College and chaired the Pinellas Educational Articulation Committee, a collaborative group with representatives from the Pinellas School Board, University of South Florida and St. Petersburg College. In

Other professional affiliations have included member and past President of the local chapter of Alpha Phi Alpha Fraternity, Inc., Sigma Pi Phi Professional Fraternity, Inc., membership on the College Board, The National Council of Instructional Affairs, and Advisory Committee for the Community College Leadership Program at the University of Florida. From 1994 till 1996, he also served as the statewide chairperson for the Council of Student Affairs (Chief Student Affairs Officers), a community college council under the Florida State Board of Community Colleges. Other service at the state level have included The State Board of Community Colleges, Florida Community College Activities Association Executive Committee. In 2005, he was inducted into the Florida Association of Community Colleges Hall of Fame.

Felton now serves as an adjunct instructor and faculty mentor for the Midtown and Downtown Campuses.
